I don't remember if this was possible or not, but can you use Apple Configurator to enroll devices into Filewave and load apps with VPP so I'm not clogging our wireless with 2+GB of app downloads?

I talked with Apple and they said it could be done with Lighting USB + USB Ethernet adapter cables to push apps over wired networks. Not ideal, but a solution in a pinch.

I've had varying success so far with Apple's new tethered caching feature.

Yes, it seems to have answered my idea. I turned it on and saw how fast apps loaded on 10 iPads at a time. I've had to restart Filewave server a time or two get it kicking again after it seemed like installations stalled. I don't have a lot of experience with it yet, but it seems like it's worth the little bit of extra set up.

I'm not sure how to proceed with the computer's iTunes pairing requests; it seems like you do have to allow pairing on the iPad, but on iTunes is clicking "Continue" enough or ignoring the dialogue box stops the installations?

I was working with it again this morning and didn't touch the Mac and had zero issues Trusting on iPads and download apps really fast. Today was just a better day I guess.
