We have users on macOS. I'm trying to distribute a book (acquired via VPP) to appear in the iBooks app on users' Macs. I understand that iBooks require a user license (in the form of an Apple ID) to install. On iOS, users will get a prompt to sign in with an Apple ID to download. I'm not seeing such a prompt on macOS. Am I missing something? Nothing appears in iBooks even when the user is signed in with an Apple ID, but I do see the fileset downloading in the client.

Have you "Assigned user(s)" in the VPP User Management Assistant? Then you'll need to "Send invite url via email". The user then needs to log into their email and click the link to accept the invitation. On the Mac itself, the user will need to log into iBooks using the same Apple ID they used to accept the VPP invitation. If the user enrolled via an LDAP account you will not be able to modify the "Email address". If the device was enrolled without authentication or non-LDAP authentication you should be able to double-click the "Email address" field in the VPP User Management Assistant to add an email address. Let us know which of these steps you've completed or missed or if you've done all these steps and it still didn't work.
