Does device distribution of OS X App Store apps only work with devices that are enrolled in DEP? The apps will automatically download to machines we have enrolled in DEP but will not download to machines that are not enrolled in DEP. Fileset status says "Mac App Store license associated".
All systems are running OS X 10.11.5 and Filewave 11.0.2.

Yes and no :)

App from macOS app store can only be installed if your mac is enrolled in MDM - which can be done wither via DEP or afterwards, the same way you can enroll iOS devices via DEP or afterwards by contacting directly the enrollment page.

If you don't enroll your devices via DEP, there is no way for us to tell the device to install an App store app. The only thing we can do is make sure the device will have a license, either directly (for device based licenses) or via the VPP user. In this case:
- you can set "automatically download apps purchased on other Macs" in Preferences, then apps will install automatically after getting the license
- if you don't, end users will have to install it manually

This is because Apple limits how to install Apps from Apps store to MDM ; you probably can raise a feature request to your Apple Representative, but Apple is moving more and more to the MDM direction for macOS, I don't think they will ever add this feature.
